Role Purpose:

The Sr Manager / Manager — Sub Contracts is accountable for the end-to-end lifecycle management of all subcontracts within wind EPC projects across India. The role covers scope definition, tendering, award, performance oversight, variation management, and final account settlement for civil, electrical, erection, and O&M subcontract packages. The incumbent ensures that all subcontracting activities are executed in full alignment with the main EPC contract obligations, HSE requirements, and project schedule commitments.

Key Responsibilities :

A. Subcontract Strategy & Planning

  • Develop subcontracting strategy per project: make-vs-buy analysis, scope packaging, sequencing, and risk allocation
  • Map subcontract scopes aligned to project WBS — civil foundations, access roads, cable laying, turbine erection, substation works, SCADA
  • Prepare and manage subcontractor prequalification; maintain an approved panel of 50+ subcontractors across India and target markets
  • Coordinate with project management, engineering, and HSE teams to define subcontract scope, technical specifications, and performance standards.
  • Pre and post Contract contractor evaluation.

B. Tendering & Award

  • Prepare complete bid packages: ITT/RFQ, scope of work, BOQ, technical schedules, commercial terms, and HSE requirements
  • Manage competitive tendering process; issue tender documents, conduct pre-bid meetings, evaluate technical and commercial bids
  • Conduct bid analysis, prepare comparative statements, and present award recommendations to management with risk assessment
  • Negotiate contract terms, pricing, milestones, retention, and penalty clauses in line with back-to-back main contract obligations
  • Issue Letters of Intent, prepare subcontract agreements (NEC4 / FIDIC-aligned), and obtain all internal approvals as per DOA

C. Contract Execution & Monitoring

  • Oversee subcontract mobilisation: bond submissions, insurance certificates, workmen documents, HSE induction, and site clearances
  • Monitor subcontractor progress against agreed programme and milestone schedules; attend weekly progress reviews
  • Manage interim payment certifications aligned to physical progress and contractual milestones; process invoices within agreed timelines
  • Administer variations: assess scope changes, issue variation instructions (VIs), obtain quotes, and agree final valuation in a timely manner
  • Enforce contractual obligations: notice periods, delay notices, force majeure provisions, and escalation under contract terms
  • Maintain comprehensive contract records — correspondence register, variation log, claims register, and payment tracker

D. Risk, Claims & Dispute Management

  • Identify and proactively manage subcontract risks; update subcontract risk register in coordination with project risk manager
  • Manage subcontractor claims — assess entitlement, quantum, and programme impact; prepare employer’s position and negotiate settlement
  • Administer Liquidated Damages (LD) provisions where applicable; document evidence and process deductions per contract
  • Resolve disputes at first-tier negotiation; escalate to formal ADR/arbitration in consultation with legal team as required

E. HSE & Compliance

  • Ensure all subcontractors comply with company HSE plan, statutory requirements, and site safety rules
  • Monitor subcontractor HSEQ performance; track LTI rate, near-miss reports, and issue improvement notices as required
  • Ensure subcontractors hold and maintain valid trade licences, PF/ESI registrations, and relevant statutory compliances (CLRA, Contract Labour Act)
  • Drive subcontractor ESG compliance from Phase 2 per company sustainable procurement policy

F. Subcontractor Relationship Management

  • Conduct quarterly performance reviews with Tier 1 subcontractors using scorecard metrics (OTD, quality, safety, cost variance)
  • Lead capability development initiatives for regional subcontractors; support onboarding and technical training
  • Manage subcontract close-out: final account agreement, retention release, performance certificates, and lessons-learned capture

Qualifications & Experience :

Mandatory

  • B.E. / B.Tech in Civil, Mechanical, or Electrical Engineering from a recognised university
  • 10–15 years (Sr Manager) / 7–10 years (Manager) of total experience in EPC project subcontracting or contracts management
  • Minimum 5 years of experience specifically in wind energy, solar, or power transmission EPC projects in India
  • Demonstrated experience of independently managing subcontracts valued ≥ INR 50 Cr from tendering through to final account
  • Proficiency in NEC4 Engineering & Construction Subcontract (ECS) or FIDIC conditions of contract
  • Working knowledge of Indian construction laws — Contract Act 1872, CLRA, Arbitration & Conciliation Act

Preferred

  • Postgraduate qualification (MBA, B.Tech) or CIPS / RICS / FIDIC accreditation
  • Experience with Aconex, Procore, or SAP PS for subcontract document management
  • Exposure to offshore or large-scale wind projects (>200 MW)
  • Certifications: PMP, NEC4 Accredited Contract Manager

Travel & Working Conditions:

Significant travel to project sites across India (expected 30–40% of working time). Sites may be located in remote areas of Rajasthan, Gujarat, Tamil Nadu, Karnataka, Maharashtra, Andhra Pradesh, and other wind-rich states. The role may require extended site postings during critical construction phases.
